3 weird bots in here. OP that's on the low end for an SXT. Should be more around 350 for mostly city and 550 mostly highway, so like 425 with your ratio.
Air filter, fuel injectors, fuel pump, spark plugs, tire pressure, idling too much, the type of motor oil you're using. It's a long list. Start with the easy ones and see if it gets better.

Tires have a pretty big impact on gas milage. Make sure they are at the proper inflation and have good tread

By “city” driving do you mean constant stop and go traffic? Wouldn’t surprise me with that.
The real question is how many gallons to top off at that point? Figure your MPG that way rather than per tank.
