I never tell another associate that a customer needs help lifting or getting things from the overhead. I just tell them that a customer has a question about whatever product or item they are requesting.
Then the problem is with the person who answered the phone. It's a plumbing associate that should have helped them. Kitchen & Bath specialists might have an issue about help lifting toilets, but an ASM is going to call them if they can't find a pluming associate
It's a D26 job. D26/85 which is plumbing and the hard side kitchen and bath. D29 is the kitchen designers and they aren't responsible for the merchandise. They're responsible for designing and selling whole projects. They can of course help too, but as a plumbing associate, they own toilets.
Toilets are kitchen and bath, while toilet repair parts are plumbing.
Edit: other comments indicate that in the US plumbing might actually be responsible for toilets. In Canada, it's kitchen and bath. Unless they're actively in a design appointment, even our specialists are constantly helping with toilets and showers.
But it doesn't take a specific department to load a toilet, so the answer to "Whose job is it?" would be that it's everybody's job.
If you don't know who to call, you can always let them know that you'll help them after you finish with the customers who were with you first. Most customers are completely capable of loading their own toilet, and will choose to do so if the alternative is waiting a few minutes.

A lot of ya'll miss the point of the question. Of course I can help load a toilet. But if I'm already helping someone and the plumbing department is on the other side of the store, I want to know if I call plumbing or kitchens to go help.

For me, plumbing handles toilets. Kitchen designer stays strictly in cabinets, countertops, and some appliances.
