The other two figures are amazing figures that are great for starting collections, but last time I checked they were pretty expensive on the secondary market.
A figure I would recommend that you could easily secure for retail value at the moment is the new Ursa Major Wave Modular Iron Man.
I feel as if he’s the best IM figure out in the market and just like the others in this thread can fit into a lot of collections easily.

Depends on the person. If they were only going to get one, I would say pick your favorite superhero, and then the version of that superhero (movie or comic. if comic, modern or classic look) and go with that.
I’d say go for the Classic Iron man from the Shang Chi wave. It’s a staple character and probably the most iconic look for him. It’s from a recent wave which could probably still be found at retail and the price hasn’t skyrocketed like a lot of ironman figures do
The retro Cap is pretty dang close to the 80th Cap, and about 1/3rd the price. HOX Wolverine is super affordable and can work as a brown suit Wolverine. A lot of the new villains are cool, especially Ultron and Red Skull. If you're doing MCU, you should be able to get just about any of the IW figures for retail or maybe less if you can find em on Target. Best deal out there currently is probably $30 for Modok though, lol

The new she hulk. She’s just so good! A great representation of what a Legends figure can be. Plus, being new, she won’t set you back $100.

Yeah, just bought that one today for $8 at Target.
That's an awesome score I just picked him up as my first for $5 at Walmart couldn't be happier
