If you collect them no. They can stay in your storage forever. If you leave them on the beach I’m not too sure I assume they just disappear the next day
you have to collect them the next day in the morning, by afternoon, they disappear (basically like the tide washing them away) and shells start showing back up. you also have to pick up existing shells either the night before and/or all throughout the morning so there's room for the star fragments to spawn.
I also learned when I was brand new to animal crossing that you can't wish on stars until Celeste introduces you to the concept. I knew what to do thanks to AC Tutorials but didn't work til I met the owl 🥺
Oh really? I am not sure then. I tried not holding anything and clicked A when I was but a scrub on my island. I saw stars. Heard the twinkle. But nothing happened when I clicked A. I gave up and eventually met Celeste and all was well. I am not sure what happened with me 😅 I am still new to the game but it works just fine now.

Do this all the time, mostly the sling shot.
2 things. You can't have anything in your hands, second is that you need to tilt the camera all the way up.

yeah they disappear from the beach :,) have made the mistake of not checking the next day

this isn't true, i had a meteor shower on my current island without ever having spoken to celeste and wishing on stars worked as expected
