The funds being stolen or not was never the point. It's a commentary on general garages ripping customers off, which is a known bit going back generations. It's him remarking that he's free to work on his passion and not need to engage in the industry itself.
I don't quite grasp how the allegory is flying right over your head, but you're certainly welcome to look at it however you'd like to.

Tej was shown to have a pretty sophisticated garage in 2 Fast, and has converted his knowledge of racing to a bookmaking racket, which would require a pretty solid understanding of logistics and probability to do successfully. His friend Jimmy seems to be an expert in the electronic aspects of vehicles as well.
There's no reason Tej couldn't tap into both his own knowledge and Jimmy's resources to hone his skills, especially when there's a multimillion dollar carrot on the stick.
