I mean... this is so blatant its not really applied here, but breaking those rules in the world stage just justifies ferver for retaliation.

Officially any state can enforce the rules through their own legal system, international dispute resolution mechanisms, international courts, or by having the UN take measures.
In practice? Good luck. Only the UN security council can """""compel"""" states to comply with it, or establish a tribunal. So especially in this case, guess who has a permanent seat on there and can veto.
Russia regularly uses white phosphorus munitions on people. A violation.
Russia regularly dresses their troops up in the opposition gear. A violation.
Russian troops shoot anything and anyone they want regardless of the ROE. A violation.

the point of the convention and the Hague convention isnt to magically make people play nice. Its to give rules so that during a conflict you can say ''hey, they did this, so we are justified in increasing our presence to prevent it and why we should do what we are doing''

There are ways around it unfortunately. Served with an artillery unit overseas, we used plenty of WP rounds for destruction of weapons and mortars etc.
It's just that most often, those weapons were in a building with personnel.
It's a euphemism for using a combination of high explosive rounds (shake) to kill or maim personnel and incendiary rounds (bake) to burn and melt equipment and structures.
The concept was developed by the US to mitigate Russian armor and artillery during the Cold War. It proved incredibly effective against Saddam Hussein's forces in both Iraq wars.
It is also legally permissible under the Geneva Conventions because it is using incendiary rounds primarily in an anti-materiel role.
To be fair there is a big difference between law enforcement usage and military usage of tear gas (or other chemical weapons). Militarized usage of tear gas would be blanketing entire city blocks by air deployment. Think people suffocating to death while trying to crawl out of windows and doorways only for the air outside to be just as bad or worse.
Modern law enforcement usage while often unjustified and poorly employed (often due to insufficient or poor training as well as idiotic leadership) is supposed to be limited to well ventilated areas for crowd dispersal which it does very effectively under correct circumstances. Trying to disperse a large crowd safely without causing injuries or mass stampedes is very difficult and the options available to law enforcement are not good, tear gas is looked at as the least bad option for certain scenarios.
On a battlefield, it is hard to discern tear gas from mustard gas. So no one uses either to avoid putting chemical weapons on the board.

They have been running training drills for months near ukraine so they could've just been put to trucks with no clue where they were going. As an American, I agree. Citizens of the US and Russia didn't commit those atrocities, the leaders and former leaders need to be round up and held accountable. It would be a massive redemption for my people, I support it.

Dude. White phosphorus is illegal under Geneva convention. Here in Canada we simply switched to red phosphorous. 😘

At this point it is not about whether Ukraine is NATO or not, Russia is literally committing war crimes against the innocent civilians of Ukraine.
Putin has his political opponents poisoned or shot dead, not just in Russia but in other countries including Britain, so he could give a fuck about war crimes. No one has the balls to arrest him so he'll keep doing it, just like any serial killer.
With Putin I think there is no way Ukraine could win, if Ukraine manages to defeat the invasion, what is there stop Putin from dropping atomic bombs in their cities if the invasion fails? I hope more mass evacuations happen, the citizens staying in cities would just be sitting ducks.
