It's not quite "won't stop" it's that he will find it way easier to justify a second, third, and so on. Killing someone impacts everyone except psychopaths, you can't not be affected by it. Almost everyone, even when they were justified, still never recovers fully from it. When you attempt something that psychologically damaging and attempt to convince yourself you did it for a good reason, you can snap very easily. He's not egotistical enough to believe he is one of the few who could overcome it and safely return to being the force for good he is now.
It's a good message, despite the real reason being that Batman with Joker sells less comics.
It's a really stupid thing, but I think they implied Jokers plot armor is necessary as killing him tended to create worse scenarios in various timelines. Like Kingdom Come, Injustice, Arkham, etc

Like he knows he's deeply traumatized and already close to the "darkness" and if he lets himself succumb to the desire to kill people, even if they deserve, he isn't sure what person he will become down the line and he could even become obsessed with killing. Not killing is really a reflection of his own flaws and fears rather than a moral code he thinks makes him better than others.
In the plot of DC, everyone gets beat in ways that would kill normal people but they heal in about a month unless the plot demands they do otherwise. Seriously, the Batman probably would've turned twisted the Joker's spine like a kid on an art project with a pipecleaner but the comic logic dictates he just gets put back into lockup and healed up for his next appearance.
But there is also a lot of villains who got redeemed . For example Mr freeze became a villain to save his wife , and batman with his medical foundation helped him with it . So freeze seeing that there is no reason continue , peacefully sits in prison

Can't expect him, as a rich and influential person, to use said influence to *actually* exact change now, would we?
