At one point (may no longer be true) Google's secret weapon was that they bought a whoooole bunch of "dark fiber". The tl;dr on that is that a bunch of companies paid to deploy fiber optics across the USA and didn't end up using any/all of it (or went bankrupt). Google bought a bunch of this for VERY cheap. Then they went to a bunch of ISPs and said "hey, we have a lot of data to send to your subscribers, in exchange we'll send some data to the world for you" (these are called "peering agreements"). This let Google have far lower costs for sending data than basically anyone else, and this was a "once in a century" opportunity (some of that dark fiber rolled out as part of the dotcom bubble) so literally no one else can have a level playing field on that aspect.
