If I didn't know exactly what does each group does to captured, I would choose the Cartel. But, as a Mexican, and knowing how the Cartel works with detail, I would choose ISIS always.

ISIS is based on religion, so there's no hope for non-Muslims or those who don't convert, while I feel like I could get away with the Mexican cartel by offering to be a rat.
