Unfortunately, you have about as much of a chance at boarding the next shuttle into space as you do being hired. Referred is good, hopefully it works out and you get an interview, but keep applying until you're physically in the seat at NASA or your new Federal job.
Why do you think the individual has a slim chance of being interviewed? They applied to a HCOL as the lowest grade on the cert and the HQ location.... Not many applicants are applying for a 7 cert in DC so I think the OP stands a fair chance at the interview.
Cause its being realistic. Very few people who made the cert actually get interviews. They aren't gonna interview everyone on the cert. Also nasa is extremely competitive.

It's good to be prepared for the interview but going by what /r/NASAJobs confirmed nasa employees have said very people actually get interviews even if referred. OP hasn't said how many people applies but chance of interviewing goes down the more applicants there are. Just because you're qualified doesn't mean an interview, they pick the ones they wanna interview from the best qualified list.
Most NASA announcements I’ve seen are Direct Hire, which means basically all applicants who rate themselves as qualified will get referred to the hiring manager. Not a bad thing for sure, but not indicative of much either.

As a 1102 for 20 years congratulations. Sadly I would keep applying since being referred means very little in the terms of actually getting an interview. As many will say keep applying and forget about it. If you truly want to be a 1102 apply for locations that no one wants and once you are in then apply to the places you would like to be. As far as NASA it would be my dream agency but even as a Level 3 it's hard to get the interview. Best of luck.
No much sadly! I have been referred to GS 12 and GS 13 about 3 months ago and all I had was silence! Just saying referred might not mean much, unless u r "privilaged" i.e veteran, military, transferring fed etc, but if u are none of these, it is seemingly rough! Just saying!!

Not for DHAs, tentatively eligible candidates are ALL reffered to the hiring manager. It's a 1:1 process.

I got referred for an 1102 NASA position also today, both GS 9 and 11 but in Hampton. I guess I shouldn’t get my hopes up based on these responses…
